Cheshire West & Chester Council, through its Sustainability Commitment, is constantly ensuring that the council is run with as little impact to the environment as possible.
It was decided to make a video to screen to council workers, highlighting schemes in place within the council, as well as showing good practice and community initiatives promoted and supported across the borough.
The video would also be used on the Council’s website, in addition to screenings at community outreach and sustainability events.
Solution
Chat Noir Productions submitted a detailed tender for the video, pitching to produce a film with the look and feel of a broadcast television commercial, instead of a standard infomercial.
The Council awarded the contract to Chat Noir Productions and, working with the Principal Sustainability Development Officer, a detailed script was produced. Filming took place over 3 months, with a HD camera and lighting crew, using actors and specially made props, at multiple locations across the Cheshire West and Chester.
All the messages presented in the video were displayed “in the world” (rather than as onscreen text): on carrier bags, the side of vehicles and buildings and in one case on a juice bottle’s label.
Once filming was completed, 60% of the video was augmented with 2D and 3D visual effects elements, including greenscreen, camera-tracked motion graphics, and some entirely computer animated sequences.
No voice-over was used, as the video would often be played without speakers and an original music track was composed-to-picture.
The final video was provided on DVD for public screenings, a HD video for playback from computer (Windows Media Player/Quicktime) and a HD version to be played on the Council video portal, www.cheshirewest.tv
